Pocono Downs was created by James Durkin Sr. Durkin was a retired state policeman with a questionable past. He was allegedly tied to organized crime through his affiliations with Russell Buffalino, Hymen Green and the infamous, Jimmy Hoffa. Durkin, Green and Hoffa were partners in the Great American Coal Company. Durkin used this relationship to obtain over $5 million in financing from the Teamsters Pension Fund to create Pocono Downs.
Pocono Downs, under Durkin’s leadership, was troubled. Poor management, high financial burden and reputed ties to organized crime led to its ultimate demise. By 1974, the management was so bad that the racing commission would not permit any racing for that year. A third party took over control of the Downs management. Even with the new management, the Downs suffered. The infiltration of organized crime brought about race fixing claims. Notables such as Whitey Bulger were implicated in such claims.
With no other alternative, the Downs into bankruptcy by the 1980’s. Durkin and his partners were experiencing both financial and legal trouble. Hoffa, as was widely publicized, went missing in 1982. The circumstances of his disappearance are still unknown today. Local sources say that the Hoffa’s connection with the Teamsters and Northeast Pa crime boss Russell Buffalino led to his demise. By 1985, Durkin’s troubles had finally caught up with him. He was convicted in a $4.1 million conspiracy to commit bank fraud.

In 1982, another local businessman, Joseph Banks, acquired Pocono Downs in receivership for $2.3 million. Banks purchased the site with the intent on developing the property for other uses. The track changed hands again when the estate sold the track to Penn National Gaming in 1996.
The track under new ownership stagnated for a period of time. Penn National owned tracks throughout the state already. Investment in the Pocono Downs site was negligible compared to that at the other tracks. Change was coming in the form of new legislation in Pennsylvania that would permit casino gambling. In 2005, in anticipation of casino development, the Mohegan Sun Tribal Gaming Authority purchased the site.
